I understand your concern. This does not look like vitiligo. It seems more like idiopathic guttate hypomelanosis, a harmless, non-progressive condition mainly seen on limbs. It does not increase in size. So no treatment is usually required. Vitiligo can start in any body part, including the scalp and mucosa. But this does not look like that. Still, keep it under observation for any increase in size.
