I noticed two bumps around my pubic hairs close to each other after I shaved my pubic hairs. What is it and what is the cause of it?

It is folliculitis which is a bacterial skin and soft tissue infection. It can occur due to shaving of the pubic region. I suggest you apply a topical antibiotic ointment twice daily for seven days.
Kindly consult a specialist doctor, talk with them, and take medicines with their consent.

It does not look like herpes simplex virus infection (HSV). HSV usually presents with fluid-filled vesicles which soon rupture to form crusted lesions or erosions.
