What are the possible causes of collapsed follicle and hemorrhagic cysts?

Hello doctor,

I did not get my period. I took a pregnancy test, and it came negative. I also got my follicular scan, and it shows the right ovary has collapsed follicle and the left ovary has a 14 mm hemorrhagic cyst. Please advise.
