1) Do you have any history of recent unprotected, high-risk sexual intercourse?

2) Is there any discharge from the penis?

3) Is the lesion painful to touch?

It appears that this is nothing serious. This seems to be a retention cyst. This is harmless and can be easily removed. But if this is not causing any problem in sexual intercourse, this can be left. So there is no need to be worried.

Thanks for the response.

There is no penile discharge. I did have unprotected sex two months back but have not been sexually active since then. The lesion is not painful to touch.

In that case, there is no issue at all. This is not related to sexual intercourse. As I told you before, this is a retention cyst. You can get this removed easily by a minor procedure that lasts less than ten minutes. There is no problem if you do not want to get this removed. This will not cause any issues in the future. The bump may settle on its own in some time.
